Woodpecker like bird

My father keeps calling me in a high state of excitement about a bird that keeps visiting his feeder. He's not a birder but I'm getting this description:

Like a black woodpecker, but with a light coloured chest red at the bottom. There is a hint of yellow showing through the black wings when it is on the feeder. It uses the feeder like a woodpecker.

Any ideas anyone? We live in the West Midlands
