grey wader

I saw a small flock of medium sized waders on high damp moorland. Visibility not great, and I only saw them flying briefly a couple of times. Short bill. Squarish tail. Some barring ont he wings. They looked remarkably grey including on the underside such that at first glance pigeons came to mind. Voice similar to golden plover. ANy suggestions.
